So I went through it and set up two world states so far to carry over to Dragon Age Inquisition. Does that mean all those choices will affect the world in Dragon Age Inquisition?

 

So example if I was a male human warrior that romanced Morrigan and had the baby  and went through the eluvian mirror in the Witchhunt dlc. Will that show up in Dragon Age Inquisition that Morrigan knows where the Grey Warden is or make mention of the romance and love between them? Or will that slip her mind?

 

Another choice is the option to have Dagna leave to study at the circle. Will that have any effects from that decision? Will I run into Dagna during my time roaming the country side?

 

I guess what I want to know, are the decisions that are present in the Keep really relevant to Dragon Age Inquisition?

Not all the decisions in the Keep will be reflected in DAI, but some of them will at least. For example both Mika Simmons (Anora) and Steve Valentine (Alistair) said they had done voice work for DAI, so that probably indicates a Queen Anora/King Alistair cameo. Also Dagna apparently is in DAI, though I don't know if that changes based on your decisions in the Keep.

We will find out after DAI is released, and people have played it...  Until then it's all guesswork.

 

The answer to all of your questions is, essentially, "maybe?"...
