I know many games where barriers are a static and concrete set value unaffected by attributes.

I know of the +50% passive. I am talking about if I get "ultimate staff ever" will I have a stronger barrier than "PeeWee Hermen's Pool stick"?

This is critical as I am going to be a glorious and beautiful and insanely talented and beloved necromancer master race~~ uguu~~

Hm, good question. I doubt it will though. Looks like it's always the same, few second barrier thing. But it looks like a lot of other mage abilities from various trees compliment/are complimented by barrier.
