It looks like he isn't in DAI since his voice actor has claimed he isn't in the game. I'm guessing he is either in deep hiding or dead from Justice.
I hope he is definitely in deep hiding and there are rumors that he is dead. I hope we are convinced of this and eventually forget about him (as a player) and someday he shows back up in a future DA game.

And after a 1k years somebody is gonna want change.Because people like him refuse to help make it work.
Make no mistake im no raving promage blahblah nor am i a ends justify the means protemplar. I am simply a isolationist and would prefer magi being kept away from all mundanes. We are inheritantly different we cant co-exist

Isolationism would be nice if Thedas had the Internet. 
As it is, the mages are screwed if they don't have organized education somehow. There aren't enough private networks to teach magic and probably not enough books floating around as well. Without education, you'll just get a bunch of wonky hedge mages. Half of which will be useless one trick ponies. The Circles were made to rectify this.. not just to control mages, but to empower them.
