Is the save file with the last court associated with the keep as a whole or an individual save state?

Not sure what you mean by save, but some Last Court decisions are recorded in the Keep. They will not impact Inquisition. The tiles will be revealed at a later date.

I think they're asking if you can have multiple Last Court games associated with the Keep, aka each worldstate has a different TLC story.

Yes exactly.

Or I guess more accurately is the fate of Serault a binary tile, yes you have completed the game or no you haven't or are there multiple tiles the game creates that could affect future story.

This is exactly what I was going to ask. Also, when are the supporting characters going to be given names? lol DA:I if they make an appearance?

They won't. The game has no impact on DA:I just helps you learn whats going on after DA2
