I am curious will there be only 2 voice actors for your pc no matter the race?
Are all male and female heralds no matter the race with the same 2 voice actors?

Rather than going "only 2 voice actors?" I'd look at it this way: "Oh boy twice as many voices avaible than DA2 or Mass effect!" :-p
Seriously. I love Mark Meer and Jennifer Hale, but I would have liked to have a bit of a change every once in a while.

The Warden had both British (for humans) and American (for elves/dwarves) VAs. For the 4 or 5 lines said in combat at least.

In part, I'm sure, but I think the issue is more about storage. Audio is pretty large in game files, as I understand it, so adding another voice doing ALL the dialogue is a fair size of harddrive space.

True but lately even entry level pc and laptops have the standard of 500 gb hard disk. So I think its not a problem.

I imagine the sheer level of dialogue that needs to be recorded makes it expensive.
Consider that the answer to a single question has two or three possible responses. One conversation might have several opportunities to respond, each of which has those three possible responses. That one conversation might only appear under certain circumstances--so in a different set of circumstances, two other possible conversations, each with their own sets of responses, might happen instead. A single conversation now requires several times the amount of recorded dialogue than what you actually hear as a player. Now consider that four different actors have to do every single one of those lines.
That goes for the companion and NPC dialogue, too. Every line that includes a gendered pronoun will have to be recorded twice. Every line that mentions the PC's last name or race will have to be recorded four times. Every line that reacts to the PC's temperament or reputation or actions will have several different possibilities.
Also take into account that Bioware clearly seeks out experienced professional actors, which means they must be paying them reasonably well.

There is more than just PC hard drives to worry about. Games are still sold via physical media with limited storage space. Personally I don't want to deal with multi-disc games or 100gb downloads just for the sake of a couple more voice options.True but lately even entry level pc and laptops have the standard of 500 gb hard disk. Didn't one of the demos suggest that, whichever voice you choose, there's a slider to alter the pitch? If that's the case then, arguably, there are far more than four possible voices.
But I haven't heard anyone refer to that for a while, so I may be wrong. Please do feel free to correct me!

The slider was just to choose between the two voices.

They were looking into possible pitch changes ages ago but it appears that they couldn't manage to make it work.
