Aren't these tiles a bit bizarre looking?

The art on the "Were Varric and Hawke Friends or Rivals?" tiles make some sense because Hawke is taller than Varric.

But Hawke is definitely not shorter than Merrill, let alone that much shorter. Is Hawke sitting down or something?

More importantly, what choices are these tiles supposed to be represent? You have to recruit Merrill in DA2.

I think the 'did not stay with Hawke' tile represents a Hawke who said he wouldn't visit her after bringing her to Kirkwall. But I admit that it's a bit weird, since she's still a member of Hawke's party.

Yes. She also hangs out with Hawke's friends, shows up at the end and helps Hawke if you side with the mages or with the templars with enough friendship/rivalry. The only circumstance Merrill could be said to not join forces with Hawke is if you never visited her and also sided with the templars and had to kill her, but that's already represented in the keep.

Maybe this choice prevents Merrill from showing up in DA:I even if alive.

The difference is 'Did she stay with Hawke after the end of the game?' I think.

If you side with the templars you either have to kill her or take her back, she can't just leave like Aveline. And the 'did she stay with Hawke' tile isn't tied to the romance tile, so it's not a reference to that either (everybody but Hawke's LI leaving at the end).

Yeah, I was very confused about what that tile meant. The only thing I can think of is whether Hawke promised to visit, but that doesn't make much sense.

You can choose to not let Merril join the party after the quest to release Flemeth from the pendant.

The thing I don't get is, that in order to kill her, you have to select that she didn't stay with Hawke.  I'm hoping the Keep still counts that as recruiting her, but killing her before the final battle.
