How do you get more bags of gold in last court?

• In the 'Gather Resources' card that's pinned at the bottom of the screen you have an option to 'Raise Funds from your realm'. You need 3 actions and a minimum of 30 Prosperity. The higher your Prosperity the more you'll get (I got 5 bags with 100 Prosperity). You also need a good amount of rulership.
• The Acerbic Dowager sometimes has a quest about holding a ball. If you hold a tourney instead you can get 1 bag of royals. For that you'll need Derring-Do and some Health left.
• The 'Glass' card has the 'A sizable commission' quest. You can trade some freedom against a bag of royals. 
• You can also loot the Sealed Chantry once you open it (I got 16 bags of royals, though I'm not sure if it's a set or random amount). There may be negative consequences later on however.

I only got 2 bags of royals with 100 prosperity. Was that not supposed to happen?

Did you fail the rulership challenge ? The first time I tried to raise taxes I failed the rulership challenge and got 2 bags of royals, the second time I succeeded and got 5 bags. Or maybe it just gives you a random amount.

I don't think I did, but I'll try to try it again.

It is a random amount, I think I have seen anywhere from 1 to 5 when I had 100 prosperity.
