Guardian shields are not only incredibly durable but also heavy. Hence guardians having those heavy gauntlets are shoulder plating to enhance their strength to carry them.
Thats why not everyone has one, and even then, ap or tungsten rounds pierce the shiled in addition to biotic pulls.

Well, given that they are developed by Cerberus, I am just surprised, the shields haven't gained sentience, got loose and bashed all the guardians to death ... yet.

For the same reason you need to take multiple bullets to the head to die during gameplay, but during cutscenes a single shot pretty much anywhere is enough to get people killed.
Kolyat in ME2 kills a krogan "bodyguard" with one shot from a M-3 Predator (or Shuriken, can't remember)...

I imagine the tech labs had many heated debates about those shields, insisting on VI-assisted mass effect field generators and so forth.

The apex of defensive equipment is the Kai Leng bubble. Riot shields are for tunnelling bullets towards your face.

as a cerberus fanboy, my problem with Cerberus in ME3 is that we fought them too much and not enough Reapers. And not enough indoctrinated members of other species.
I do hope Me4 if it does involve the Reapers in some forms, has more variety of them to fight. Healthy enemy variety is a good thing.

Sorry, heh. Sabotage was the first thing I tried on the shields, so it's what I use.

It took a time to me to try to use anti-shields powers on that shields since the protection that is showed on the HUD for those enemies is only Armor. I used incinerate with no success.
