There is an operation on the Storm Coast that costs 4 power points that unlocks a new area involving red templars. Its also an area that has to be unlock in order to fight a dragon by way of using a boat to reach.

 

Anyways. there is a room with 3 statues lying down instead standing upright

In the dlc, Mark of the Assassin, there is a quest called Pirates and their Curses. To get this quest, Isabela has to be in your party. The 3 statues that are seen are Paisley Pete, Knife-Eared Jan and Left-Hand Rawley. The same 3 statues seen in the room on the Storm Coast
