Yes.
I honestly couldn't tell you all the lingo, but on the PC you'll get hard drives with 5400 RPMs, 7200 RPMs, 10000 RPMs, and more. Obviously, the higher is faster at read times. And of course there's the solid state drive, which is far, far faster than the "old" style of hard drives but much more expensive.
So PC has quite a bit of options for read (aka loading times) speed.

Awesome! I noticed Xbox One has a CoD bundle with a 1 TB hard drive. So.. I bought it! I've been looking to see what type (like you said, SSD or otherwise) of hard drive it has inside to compare to the base model Xbox One.
It's probably the same speed. That speed is PROBABLY, though I certainly don't know, 7200 RPM. 7200 seems like the basic standard.

You might want to check this article out. You can hook up a external SSD Drive to the Xbox1, which in theory speed up game loading time. I didn't read the whole thing was just curious about SSDs.

According to most people, it is probably not worth it to upgrade your PS4 or Xbox One's HDD to an SSD because it barely makes any difference.
However for my PS3, I actually cut down the load time of GT5, GT6, and DoA5 Ultimate (PSN version) by almost half with a 256GB Samsung 830 SSD. Obviously digital version games benefit a lot more from a HDD upgrade since they're all completely stored on the HDD.

For gaming, the main impact of drives with faster read/write is shorter loading screens. For games with very large texture files they can also reduce stuttering issues.

The PS4 HDD is the same size of a notebook one so you can change it to a more powerful HDD.
