I know I should be seeing the option and it's probably right there but I can't seem to find it. I bought some Dawn so I could wrap up before EA Access tomorrow, but can't quite figure out how to use it except to refresh actions.

It's under "Prepare for the Divine"

It's the last option in the 'Prepare for the Divine' card at the bottom of the screen.
Just so you know, you don't need to finish the Last Court before playing Inquisition. It won't affect the game in any way.
