I wonder why exactly are the conversations locked at 30 fps on pc?
Will I have a smooth experience with this game ?

I have worse specs (for the most part) and I can play BF 4 on ultra with 30-50 fps if I drop the AA-settings so you should be able to play it on at least high with minimum of 30 fps. Don't take my word for it though.

You'll be fine I'd be surprised if you couldn't play on the High graphics setting. You could probably even pick some Ultra settings
EDIT: I should note that I didn't actually do performance testing. Just basing this on the fact that my work computer is not as good as yours and making educated guesses based on that.
My hero ! Do you play Dragon Age Inquisition at work ? If yes, how well does it run ?

Only thing that would hurt him is his Cpu I know a GTX750 with a good CPU and ram will get me high and some ultra was talking to a DEV last night who was answering all those questions. He said it was not till you got to ultra where it really started to take effect on the GPU. It's more demanding on Ultra with the right settings he could get high and some ultra. However he may have to decrease his resolution to get more than 30 FPS.

Kudos to you for responding. There is so much bad advice in the Can I run it? thread. What you wrote is optimistic and more positive than I'm generally seeing about performance - most of it guesswork. Thank you.

I do have a beefy CPU and absurd amounts of memory (needed for the toolset). My CPU is 3.47GHz Quadcore with 24 GB of RAM (I only had 12 for a long time though), with an older GTX 560 Ti. I find the performance fine on Medium with some stuff on High, and I suspect the graphics card is the biggest thing holding me back.
My coworker and the shiny 290x he got in his machine let him push things up quite a bit higher than me ![]()
I have an i5-3550 with a Radeon 7950 and 16 GB of RAM at home and am not at all worried about how the game will play or look on my machine there.

i5-3570K @3.9 GHz, 16 GB RAM, GTX 680
According to the reviewer they were able to play on max but just barely with those specs.

When you say on max do you mean on Ultra Settings or High ?

With 4xMSAA enabled, judging from BF4 benchmarks, looks like GTX 680 would avg around 45 fps or so, maybe slightly lower with i5, but with all other settings maxed and MSAA disabled, 60fps should be no problem. Keep in mind default "Ultra" setting in BF4 is with MSAA disabled
