Events are confirmed.
^ This. To expand a bit, there are the standard random zone events that have a chance of happening in every dungeon (golden nug, find heirlooms before they burn, protect the Inquisition Messenger/Captain/Informant) and the planned weekly community events with chances to get cool stuff.

From what they said in yesterdays twitch, it sounds like the rewards from the weekend events will be weapon recipes, which will be otherwise unobtainable (at least for now).
