Frostbite Engine notoriously mod-unfriendly but will appearance overhauls still come out?

I ask this because DA2 was not really moddable but there were still appearance "mods" of a sort. Does anyone know enough about the frostbite engine to answer this?

The developers have said that have done nothing to discourage modding.   This means there will likely be mods of a sort.   How many and how good they might be remains to be seen.  

 

Personally, I feel the Frostbites reputation for being mod-unfriendly likely stems from it usually being used in Multiplayer only games where modding is actively prohibited and the developers of those games put in the roadblocks themselves.  

 

Most mods, especially appearance mods, work on the resource files anyway.   If the games engine needs model X to be put into the game, it simply calls on the location or file where it can find model X.   It doesn't know or care what model X might look like.   It simply loads whatever is found there.    Thus an appearance mod simply replaces the resource found in that location.   These are usually stored in large archived data files.   As long as those archives aren't locked up in some proprietary encryption, someone will be able to unpack them and replace the resource files to make appearance mods.
