As you all know the release for Europe is 21 november but I preordered digital so in 18 november can I download and play the game as the ones in North America?
Can I download in 18 november and play the game even if I am in Europe?

With a VPN, you should be able to. Otherwise, digital release dates are the same as the physical ones for each country.

What is a VPN? Forget that but I have a question why does it have to be different releases according to the continent you live?
