Depends on how much impact you mean. Immediately after the prologue I ran into an NPC from Denerim that talked about Loghain (what happened to him) and the current Queen.
Also, Varric will give you a complete rundown of what happened to every NPC in DA2.

I turned him into a Grey Warden. She just told me he was still Grey Wardening. Not much more than "I acknowledge what you did in DA:O"

I was actually going to do an anti-canon run for my first DA:I play, so Varric was going to get that shard. But now? Nope, my body is not ready for that ish ...

Tell me about it man. I will add this to my list of choices I can never ever do in any game period, right along side with sacrificing the elves in the alienage and allowing Bethany to be executed.

^ Oh I will do it, eventually. Just not willing to drop that bombshell on my first DA:I run, especially since my compatriots are apparently not going to approve of my choice therein (yup, welcome to the team, Bianca).
Actually, thinking about it more, I will keep it as I've planned, but "no" to the demon (tempting though it is). Just can't trust 'em.

No way this happens, in my main save at least. But I'm glad to see Bioware makes those choices count.

I have a list as well. Never playing a Mage in DA2 (cuz I dislike Carver and love Bethany), romancing anyone but Leliana in Origins, executing Loghain, but thise one? Definitely have no problem with this one. Wont be my canon mind you, but definitely on 2nd playthrough.
