In ME3 the Ammo Power processing is very related with the Rate of fire of weapons. As slow is the Rate of Fire, better the chance of ammo powers processing: Freezing, burning, overheating etc.
In ME2 works in the same way?

I do not think ME2 worked the same way as ME3 does. That level of data was never determined in ME2. Sorry.
I cannot even begin to speculate. I think it actually was based on the percent chance listed, but it still seems like some weapons with a fairly high rate of fire like the Viper and Mattock were good at proccing ammo, so maybe it was damage-based.
Who knows.
I think it used the weapon's base damage. Although Inferno ammo just has a flat chance per impact though. And I think Disruptor's Overheat was similar.
