The game requires you to have 3 Favors in order to access him as a follower. All other followers require only 2 favors.
Then, when you actually collect 3 favors to 'purhcase' him as a counsellor, it only takes 2 favors rather than all 3.
Seems that the requirement to select him as a counsellor is 1 favor higher than the actual purchase price.
Speculating here, because i never liked the baron. But it says you need 10 or lower freedom to gain his favor, so you dont really spend a lot of stuff to gain a favor from him and thats why they balanced it with requiring more favors <--- My guess.

He requires a viand to get a favor, low freedom is just a prerequisite to open the option.
