True, but that's the direction they chose to go with knowing they weren't going to make him a romance option. If they had wanted to they certainly could have had his understanding grow a bit more. I am disappointed they didn't go that way mostly because all the other male LIs aren't even remotely attractive to me and because it'd be nice to have a shy withdrawn male LI as a change of pace.

Except that there's banter with him and Solas where he says that he doesn't know what attraction is. I don't know how childish he is in other areas, but that's kind of a deal-breaker. You can't really engage in a sexual relationship if you have no idea what that is.

I think what Cole needs most is someone who tries to understand him and support him. He's not at a place where he can have a romantic relationship. He barely understands what he is.

He's a sentient being with thoughts and feelings of his own. He even has a corporeal body. The fact that he's a spirit doesn't really change anything.

You don't seem to get that the way he looks has nothing to do with his mind. And it doesn't matter what romance means. if the person is not capable of understanding it, then you shouldn't do it.
It'd be like romancing Sandal.

Until my Dragon Age package shows up at my fine local post office, several days after the rest of you have probably gotten to the halfway point (NOT THAT I'M JEALOUS OR ANYTHING WHY WOULD I BE), and I meet Cole and his awesome hat that literally needs the brim strapped up which is pretty much the best thing I've seen in fashion hilarity this week, I'm going with that.

Why? It's just another completely fantasy race at this point that has no equivalent in reality. No different from romancing a Qunari, Elf or Dwarf.
