US PSN advert says 16th.
Assassin's Creed Unity started preloading on the 9th afternoon PST time, so probably 16th afternoon PST time.

Normally it shows up in the description on the psn store. I checked for this game as well as farcry 4 and neither displayed a preload date but both said that preloading was available. No idea.
