I want one that lets me dual wield swords or maces or a sword and mace.

Mods are not meant to fix the game but to make them more fun and provide interesting and sometimes crazy things.

One which gives us some options other than that unfortunate flesh toned and bedazzled bodysuit you're forced to wear around the skyhold. It's... hideous.

Other than that, it would depend on gameplay balancing and other aspects to the game that aren't known (at least by me) at this point.
Of course, extra story content is also nice, but thats completely out of the realm of possibility in Bioware games any longer.

Other than that, pretty much just cosmetic mods.
- Medium/long hairstyles for all races. All we have are ultra-short (the majority), short, or a couple of medium length (and the poor Qunari don't even have that), and only a few that could be considered feminine at all, or even 'unisex'. So far there's only one style I'll ever use...and it seems the majority of people who have played female characters so far have used the exact same style. (Re: Clipping, pretty much all the non-ultra-short hairstyles clip with the elven ears. In any case, even if I can't have this, I'd still like something like this.)
- Different casual outfit, or at least the ability to recolour it. I'm one of the few who likes the look of it, but simply hates the colour.
- Different ball outfit completely. Even armour or the casual outfit would be better than the nutcracker outfit.
At least the cosmetic things I'm after may eventually be released as a patch, hopefully, as the devs apparently wanted more casual outfits/ball outfits but ran out of time.

More hairstyles, some reskins for the Skyhold outfit, a storage chest in Skyhold, and a mod that makes the combat effects slightly less flashy.

New armor. I never seem to like the mage robe designs that come with Bioware games. If people can find the textures, put them in paint, and then import them back into the game, then I'll be happy.

Neutral animations/female characters being able to use the male ones
More realistic combat animations
I can't say whether or not there will be anything else until I've played the game. I generally only use mods to fix bugs or to fix things that I consider a problem; I don't yet know what those will be, if any.

Hair, definitely more hair that's unique to the Inquisitor.. I'm finding it odd(and slightly annoying) running into an npc of the opposite gender with the exact same hairstyle.
And those pajamas(casual clothes) have got to go, I'm sure the nobles that are visiting our Keep are just having a good old time criticizing and joking about the Inquisitors attire.

Hair. All the hair. Especially qunari hair.
And a way to change the colour and pattern of the Skyhold pajamas.
And I wanna be able to use the male animation for femquizzi. And maybe female animations for malequizzi if I feel like it.
Maybe adding differently pitched versions of the voice acting. So there are kindof more than two options per genders. Yknow if that's even possible.

An option for women to have broader shoulders (the narrow shoulders on the woman...and male elf...are as distracting to me as the bone arms...surely Cass would have more muscle tone, as a warrior)
Allow woman to walk normally

Better "at home" outfits

Multiplayer full character customization ,race, gender, face, body type and class. Then i would be a happy gamer.

Because it uses the Frostbite engine. DO you see a million mods for the Battlefield games? Its already been stated by the developers that the game is not moddable. Sure people may attempt it but you won't see anything more than textures. You are only setting yourself up to be disappointed if you expect the type of mods you see for Origins and even DA2

This is my standard response to the question of "are DA:I mods/modkits possible?" I find it may be helpful to those asking the question.Why do you think that?
No, not possible. At least not for a very significant amount of time after release (a year if not more).
Unlike other developers (notably Bethesda or ProjektRed), DICE (creator of the Frostbite engine) uses third party software to run the engine.
As they should - a video game developer is the best at developing video games. Not making animation software tools, or sound editing apps, or debug compiler programs. Other companies do this much better and rent out licenses for their apps which are incorporated into Frostbite. For the 300-500 employees at Bioware using Frostbite, it is a huge money saver to rent these tools rather than sinking the time and resources to making their own, not to mention these tools are often better than what they could make in house.
However, these licenses are not cheap. It is affordable to spend $1000 for each employee to have these licenses, since it helps push the final product. However, if Bioware wanted to include a copy of their modkit in every $60 game sold, they would go broke in a heartbeat paying for those licenses.
Their only other option is to rip out these third party tools and trying to patch the holes by making some in-house tools themselves. This would not only take lots of time, but likely would be very hard to get to work, would be of much lower quality than the tools actually used to make the game and would not have the polish, QA or general stress tests actually mod tools need to create meaningful content.
So... go broke hilariously quick or sink a LOT of time and money into something that will be pretty mediocre on even the best day.
With those options on the table, Bioware has made the business decision to not include modkits. If some type of Magic agreement could be come to across all the third party companies to (essentially) give away their products for free, or Bioware/EA/DICE/whoever makes a commitment to create a toolkit program that would take a (assumably) large amount of effort to create, maintain and test, then this could possibly come to fruition. But I think if either of those things were even remotely liky to happen in the next six months, there would be some sort of murmer or discussion about it.
So - to answer the thrust of your post - there is no magic toolkit on the shelf that Bioware is just being mean about not including. And without a toolkit, modders do not have the tools, experience or ability to work with the proprietary files needed to creates mods in Frostbite. This is not an issue of effort, skill or desire, but simply the reality of modders being completely unable to do any modding outside of going through millions of lines of code and making changes at the programming level, essentially reverse engineering the entire game just to do something basic, like applying a texture change or an appearance modification, let alone changes to gameplay, animations or entire story/campaign additions.

I am not gonna quote what you said but you are right the only way to change a frosbite engine game is by plugins and that is not gonna change a lot. But the fact that the next Bioware games will use this engine makes me sad. Why did they chose this engine I can not understand.
