I've read you have to flirt with her and them go out in a dinner and then ask her to feed my fish.
I've been flirting with her every occasion I get. But I'm past Horizon and she didn't ask me to feed my fish and haven't got the dinner also.
I'm playing with a Female Shepard and I'm flirting with Jacob as well. It would be a problem?

For a femshep there are at least two opportunities for the dinner date. One is after recruiting Thane. When Kelly says "some women are into bad boys" if you reply with the middle option "he's not my type" or something like that, you should get an opportunity for dinner. The other option should appear after the Collector Ship mission. Ask Kelly for a hug and you should get the option to have dinner.

No. You have dinner, then the next time you activate her she will say "I noticed the fish in your cabin" (even if you don't have fish) and then volunteer to feed them.

After I recruited Thane I saved the game before I went to talk to her. Then I did talk to her and she said "some women are into bad boys". I tried both options the "paragon" one, the upper option and the "neutral" one, the middle. Both of them DID NOT led to the dinner opportunity.
I didn't tried the hug option after the Collector Ship mission.
I think the option of dinner did not happened to me because my FemShep was already too engaged with Jacob.

You should have gone for the hug. That's probably when you missed the chance.
I thought after you recruit Samara telling Kelly she's prettier has something to do with it as well? But I know the hug is key.
