People were expecting closure and answers to questions they've had since Dragon Age Origins. Instead, you're left with a cliffhanger ending, stringing you along into a possible future expansion and/or Dragon Age 4.
Because they're beating a dead horse. Bioware's plot and story are often clichéd and, therefore, not very original, and yet that doesn't make their games a whole lot worse, never have, IMO.

This isn't me being snarky or anything, I'm genuinely interested as I've only seen at most two reviews complaining about the story, while most I read praised it or said nothing of it.

IGN's and GameInformer's. GameStar's as well, to a point.
It's not every reviewer. I think it's something like three, plus a few who say the story is not that easy for newcomers to the series to understand. Gamespot rather liked the story from what I recall.

Bioware plots have always sucked. They *always* consist of "go kill big, bad thing." The only game where this wasn't the case was DAII, and when they changed that core component it created a game that felt aimless. The point isn't the plot though so this is fine. The point is who you kill big bad thing *with.* The Bioware games have always been about the characters.

If you go into Inquisition with the understanding that it is primarily about:
-the forming and expansion of the Inquisition and Inquisitior's power
-Thedas being significantly changed
-finally getting revelations and progress on many story fronts
Then I think you'll be okay. The downside of the game may be that it acts more as a setup for even greater things, than a full conclusion.
And if Bioware has an even more epic (even if shorter than DAI) expansion 0.5-1.5 years from now lined up, I'm OK with that. If its for a future game 2-4 years from now, BLEH. BOO. HISS.

DA II had an great story for me at least but i do get what you're saying.

I love Hawke's story.
It is just too bad that it was in such a rushed game, which clearly also impacted the writing quality.
But Hawke's story itself is cool.

To be fair, some of DAII's aimlessness was probably just because they are inexperienced making a plot like that. I am glad they are willing to experiment. I think the bad reaction to DAII may have motivated them back to something more traditional. I'm not opposed to them trying out new plots. It's just not what makes their games great so it's more a potential fun extra than a necessity.
The complaints were very vague themselves. Other reviews praised the story. Basically, reviews are subjective pieces by the authors who write them - who would've thought?

Also, I felt the story was aimless largely because I felt like a passive spectator through most of it, and because it felt less like a plot and more like watching a debate club competition. At the end, lots of good arguments were had, but I didn't feel like anything got solved or anything new really happened.
Maybe they are wanting the similar plot and storytelling to Memento/Inception level?
I've seen more reviews praising the story, honestly. It's all up to opinion. In the ones that did criticize the story I noticed: They didn't say the story was particularly bad, but slightly 'vague', I saw lots of praise for character writing/development and the design of the world, and they still gave good scores. So I wouldn't be too worried.
Not every review complains about it. The ones who do usually did like the characters in the story, which is honestly the essence of a BioWare game.
The plot this time around is still the typical BioWare deal: go around, gather companions and allies, defeat big bad evil, the end.

Better than anything DA was able to come up with storyline-wise. ME2's story suffered in connection to the entire trilogy as a whole, but as a standalone game, the story had merit on its own. ME2 is the best ME game out of its series.
Couple or so reviews = EVERY review.
By all means ignore the dozen or more reviews praising the story or the fact that the same reviews criticising it still gave really high scores.
