I don't remember seeing those eyebrows in the CC!!! With all my quizzie's I could never find eyebrows that I really liked...love those above...
The closest I could find were brows #3 (I think)...but still not the same as what you have

You can't use mods on DAI's frostbite engine.
Edit: Supposedly, it's incredibly difficult to mod this particular engine. So... no, this can't be a mod.

I have seen that so far some are able to extract the textures. If they've gotten them back into the game though, I do not know.
I've been messing around in the CC, and I believe getting those eyebrows is a matter of getting a good combination of face shape, brow height, and brow position, as well as how high you position the eyes. I have yet to get the look that Duchell does, though. I will keep trying.

Are you familiar with Depth of Field? That's precisely what it does.

She looks good! Those eyebrows are definitely in the CC, its all about the face shape and brow setting guys.
use eyebrow size instead of brow placement - better effect imo, (dont remember wertically or horizontally-turn face 45 degree and check if brows are not too big)
