If you mean going Panacea or Vengeance on his personal tree, Vengeance is better. He can become a real machine-gun with that filled out.

 

There's also the fact that you can get Vengeance for free when you complete his Act 2 personal quest. That's a bonus.

 

But to be honest, his primary function for me was always to carry around the bottom half of the Creation Tree. If he couldn't do anything other than Heal, Heroic Aura and Haste, he'd still be worth it for these alone, IMHO.

He can permanently keep the party hasted with his Swift Justice and Martyr talents. If you are willing to switch controls he is the best hybrid mage as well, both DPS and Healer.

Panacea and Vengeance, lower half of the creation tree, maxed out Elementalist (for the passive boost at the end and occasional crowd control), Mind Blast and Elemental Weapons.  You can always swap Elementalist for Primal, though upgrading Winter's Grasp isn't a bad idea.

 

You'll still have a couple of perks left after that, if you have the DLC and do all the side quests.  I tend to put them into Crushing Prison and its upgrade, though Rock Armour or the glyphs from the creation tree (to use in conjunction with AoE fire attacks) are also decent choices.
