Back in DAO there is a suit of light armor called "Shadow of the Empire" (no not the Star Wars novel) and in its description describes the Shadows of the Emperor of Orlais as a personal cadre of assassins who kill for the current ruler of Orlais. My question is, do you think Celene's shadows will be active in Inquisition or will we at least hear about them?

I would personally think so, but I also have this nagging feeling that much lore we've been given won't make it into the base game.

Yes Shadow of the Emperor or Empire I rememeber, they are the most active group of assassins in all of thedas but not as famous as the crows and they work for the Empress. Tbh they havn't been mentioned at all beyond the codex from that chestpiece so I highly doubt they will be involved at all.
