Soft cap of 30 i believe. Once you get there most things in the world will stop earning you xp.

30 would be nice. I remember from previous games you would strugle to pass 20

I think only completionists will see that tbh. I think the lure of a 2nd playthrough will outweigh the lure of getting my inquisitor to 30

I'd say that end-game will be in the 20-25 region, really, with 30 only being for those who grind a lot.

So we should consider our builds with 25 tops in mind maybe?

If I recall right from the past DA games lvl caps went as below.

DA:O - cap was at 25
DA:O (Awakening Xpac) - cap was 35
DA2 - cap was I think 35

The first two I know for sure DA2 don't remember have to go onto one of my Hawks to check.
Kinda assume that maybe in DA:I cap might be 40 or no cap at all.
But from what I've read from some people on the forums, total points we earn was 31.
I believe that's without special books that were in DA:O/DA2.
Again not sure until the game comes out or till there is a 100% confirm on the max lvl cap.

I think the Cap on DA; II was 50, but it was impossible to reach it without exploits and cheating.

DA: Inquisition will have something around 30.

I remember watching a review where the guy said that he had played the game for 85 hour, but was still yet to reach the level cap. So we can say that you shouldn't be worried to reach it too soon.. Btw, where is the edit button? I hid my last message, because I wasn't able to edit my post.

I just saw an interview back in August where it was claimed that there would be no level cap.

It all comes down to how easy you gain levels past 20-25

Personally, I'd plan to build up to about 20, with anything else after that just being gravy.

Is there any word on respawning enemies? Also can you level up only with combat?

Certain enemies respawn, but I believe these are mostly generic NPCs, not the unique baddies that would give decent XP in endgame/postgame.

Regarding XP acquisition, I suspect quests would also earn XP, as they did in DA:O and DAII, and there are at least two other things you can do, both apparently optional:
