Because it's easier to reform something people already believe in than it is to try to force them from a blank slate. (This is why Christian holidays were moved to the dates of pagan festivals.)

Probably because a consistent thing in Dragon Age is the characters can't do whatever they want.

I think a lot of BSNers are in for a lot of continued shocks, if this actually surprises people.
The Chantry as we knew it is over. We're dealing with its power vacuum and remnants and masses of believers, but the way it is going to work is open to drastic changes and new decrees.
"Change is coming to the world. Some fear change and will fight it with every fibre of their being. But sometimes, change is what they need most. Sometimes, change is what sets them free."
Andrastans need to be set free. And so do many fans, it would seem.
Anything can happen now. And it should. Thedas is a cesspool compared to what it may one day become.
This all being said, from what I understand so far, I'd support Vivienne or Cassandra. Leliana should just explore the world and its wonders some more, like I thought she should in DAO (and I guess she sorta gets to, in her own way, anyway).
I'm still not sure that we'll actually be able to pick the Divine, but I definitely think it is possible. Southern Thedas is being intentionally shook up by Bioware, and prepared for whatever next steps there will be of the larger story.

My bigger concern is that the more drastic changes with multiple outcomes Bioware works into the setting, the harder it becomes to give any of them or the characters involved more than a passing reference in future games. But they seem ready to move on from this region anyway, so maybe that's exactly what they have in mind.

Yup going by Mike's interview we are moving from the south finally! So they can do somewhat drastic things, now bioware.... TEVINTER set a game there please.

Well I heard there are plans for a Expansion of the Storyline as DLCs since I heard there is a post credit scene...
after you complete the game. However, this is just a rumor I heard so I'll wait and see if this is true or not.

Vivienne as the Divine would be interesting beyond the fact that she's a mage considering......(major MAJOR spoiler about Vivienne)

However, out of the three options, Leliana would make the best Divine. She knows the Game well, she is not naive anymore and she has a very moderate yet skeptical view on the Maker....
Still would like Gisele as an option though.

If we can have Viv as the Divine, I would be so happy... then maybe southern Thedas will accept the truth of the Imperial Chantry!
Anyway... if my Warden is no longer involved with Leliana, then I would place Leliana as Divine.
I would rather choose some other NPC, someone who is a Grand Cleric and has experience running chantries.
I have my doubts that this is how it is in the game, but fun speculation is fun.

Leaked flags show the identities of the potential new Divines at the end of the game. We can (seemingly) choose between Leliana (suspected), Cassandra (interesting) or Vivienne (wut?). And here I was thinking it was going to be Mother Gisele.
