Can I download a world state before I get DAI? I'll be playing it on a console (Xbox 360), if that makes any difference.

Okay, but I have to actually have the game before I can export the world state? I couldn't do it, say, now and have it ready for when the game releases?

You can do it now and have it ready for the game. In fact, you do need to do it before starting your first game.
