I wonder if it will be possible to find out the exact effects percentage wise in the game files somewhere, or even maybe the damage formulas. I'm not holding my breath but that's kinda what I'm hoping for.
What exactly does "chilled" do? It is all over the winter tree but I have no idea what it means.

I want them to document their product.BW isn't here to confuse you. They aren't going to take a well known effect like chilled and make it do something random.
I guess you're in quite the pickle. Dissatisfied as you are with BW's spell description writing ability, you lack sufficient information to do any deductive reasoning, you reject inductive reasoning out of hand. Sounds like it's time to throw your hands in the air and wave them like you just don't care, cause you're SOL.
Even if I know that Chill has a slow effect (which I don't), I don't know anything else about that slow effect (extent, duration), nor do I know if Chill does anything else useful. Ice effects in DAO made things brittle or fall down, as well. Is that relevant?
I don't play many games, but I do play a lot of RPGs. That's my frame of reference.
It should be possible to read a manual before ever launching the game and from it learn everything about the mechanics.

That information should be in the documentation.I wonder if it will be possible to find out the exact effects percentage wise in the game files somewhere, or even maybe the damage formulas. I'm not holding my breath but that's kinda what I'm hoping for.
When I talked to Mike about documentation at the Edmonton Expo, he made reassuring noises about making sure this information was all available to us.

Off topic but... Let it go, let it go...
That would only be appropriate for the "Frozen" effect ...

I expect that all relevant info will be released once the game is officially live

Ah that's good to know.
