Agreed. We haven't seen actual spells been blocked right?

I think i have. I don't have a link though. I'm 90% sure those big shields block them

Kinda the point of having an enemy with a large shield. Get inventive and use tactics to bypass their seemingly solid defense. Obviously a shield would block any frontal projectile spells.  Then use glyphs, make it rain, or walk around him (last time I checked mages don't wear cinder-blocks on their feet).
