Highly doubtful. She (Vivienne) is well known in noble circles, is a highly ranked person that has potential to become divine of the Chantry, is very pro-circle (which Flemeth would be about as anti-circle as you can get), has spent decades as a first enchanter. The only way it's possible is if Flemeth was using one of her bodies to make this a multi-decade facade that has fooled pretty much the whole world, or she killed and replaced her a bit before the story and acts pro-circle and stuff to not tip anyone off. Both are... Unlikely to say the least.
