I don't think they've confirmed or denied it, but I could be wrong. I highly doubt that we'll be able to do so though - it wasn't possible in  Origins and the option was only added in that Emporium DLC for DA2, right?

Confirmed that you cannot. They may release something in dlc later.

There is currently no way to do this, though they are considering something like the Black Emporium (which included post-creation customization) for future DLC.

This is true. However I wouldn't hold your breathe waiting for this DLC.
