Just a little hope for those who were in my shoes.  If your DLC isn't showing up, even as 0%, there's a bit of a obvious but frustrating solution

Wait.

It may take hours, but you may eventually get it to work.  I think the DLC/Patching, whatever you'd like to call it, servers are being assaulted by all the other users trying to log on, and thus it's lagging for everyone.  I know it's dumb advice, but be patient.  I'm getting my DLC going as we speak.  I don't think it's an issue with most people's hardware, it's the network.

Here's a simple tutorial on how I fixed a broken DLC package that was supposedly installed but not really working (conversations broken, quest markers not appearing, etc.) Worked for me, see if it helps.
