Is VPN allowed/legal?

EA have said they'll not ban you for using a VPN to unlock early.

If something goes wrong with it, however, you are on your own.

If you use a VPN to purchase a game cheaper than your own area then if caught you will be banned.

I wonder what the approach will be for those chaps and chapesses in India though.
