She doesn't have to forgive her, Briala's pragmatic enough that she'd support Celene if it would help her achieve her goals.

Spoiler

Briala is pragmatic but she is not heartless, and after learning the truth about her parents' death, and watch Celene burn the entire alienage in Halamshiral is the reason why she part way from Celene, decided that Celene is cannot be trusted with the fate of the elves.

Where does heartless come into it?  I think the very fact that she still has feelings for Celene disproves the idea that she wants nothing to do with her, even if she's broken away from Celene now..  She wouldn't leave the fate of the elves in Celene's hands, but that doesn't mean she wouldn't use Celene as an ally if it benefited her own cause.

She forgave Celene for Halamshiral almost as soon as it happened. She admitted it was Celene's only play at that point.  That is what makes her pragmatic and I would argue more of a player of the game then either Gaspard or Celene.

Which is why I will find it shocking if she truly thinks her only option is to ally with Gaspard (A self admitted Human Superiorist who used Celene making the university teach human/elf equality against her) over Celene.

You are missing my point. She would be heartless if she let her parents's murderer walk free without being punished. Briala would be heartless if she allow her parents' death unavenged. Why would she even use Celene as a tool to serve the elves after what she's done in Halamshiral. Celene already show perfect example of killing the elves when the nobles bark her about it, and she's killing the elves to prove her point to the Orlesian nobility. Why would Briala think Celene is trustworthy at this point since Celene choose herself before the elves. When Briala decide that Celene can no longer be trusted with the fate of the elves that mean she's moving away with her own plan or to seek someone else.

Would it?  That's a pretty subjective point about what's heartless.  That was twenty years ago.  Celene's been her lover for just as long and has done more for the elves than any other ruler in centuries in that time.  This isn't clear cut for her emotionally.

I've never understood this logic honestly.  Why is it either or?  If Celene allowed her support to crumble away and be deposed, everything she's done for the elves would evaporate and the elves would lose the only ruler friendly to their plight that they've had in a thousand years.  Briala understood that.  She wasn't happy about it, but she understood that Celene didn't have much of a choice.  She forgave Celene within the day.

IF there is a fourth option to get the two human candidates to ally, I would take it. If not, likely will depend on what will fit my character's organization (First/canon Character will be a female elf 2h warrior/Champion romancing Sera).
