Choppier framerates during conversations & cutscenes... But smooth during gameplay?

Not sure if anyone is experiencing this. I'm running on a moderate rig using a GTX780 on High settings. Gameplay is silky smooth with no drop in framerates, but once it goes into conversation / cutscene bits, the FPS drops to less than 30. Logic tells me it may be due to the rendered textures during the close-ups, but it still puzzles me. 

 

Just throwing it out there.

It's capped. It's supposed to be that way, something about lip-syncing I think.

same here looking great in gamplay on ultra settings 

but cut scene are very clunky any solution? ??

I noticed that this game capped the animation of most objects at 30fps (like the first Bioshock)

 

Combine that with 60fps gameplay it looks kinda jarring.

Thanks for the link TheJiveDJ! Funny how lip-syncing in modern games have to be capped at 30FPS. This is the reason why I tried to love L.A. Noire so much on the PC, but the 30FPS was too jarring. In the case of a DA:I, the change in framerate really breaks the immersion for me.
