Why are last-gen graphics worse than DA2's?

Like, I understand. X1 and PS4 have amazing video capabilities. That's all fine and dandy.

 

But the 360 still should have relatively solid graphics. I was recently killing time, alternating between Batman: Arkham Asylum, DA:2, Assassin's Creed: Revelations, and GTA V --- all these games had solid graphics on the 360. All had NPC's.

 

I am slightly perplexed on why the graphics of Inquisition is lackluster for this system when it is capable of handling good animations

There's a lot going on under the hood. It's a different engine. I'm sure they tried their best to get the most out of the system. A game is more than graphics. I've found on the 360 the graphics are best with the simpler games (generally).

Differences in map resolution for the diffuse and normals I assume, higher poly uv maps potentially as well.

 

Overall its probably a case of DA2 running relatively small diffuse and normal maps in comparison to DA:I running perhaps 2x the resolution.

This is a huge game with lots of data and
Large maps it makes sense the graphics are the way they are :)

Higher poly meshes is one of those things that will drain your PC's and consoles resources. And they have those high poly ones for everything, PC, NPC's, environment, etc. In DA:O and 2 you could get away with using HD textures and still play it on an old PC, because everything else in the game world where of lower quality. Also, more fancy effects and better quality normal maps, and stuff like that, that still is in use on older systems.

My humble guess? The game was built with next-gen consoles in mind and was subsequently scaled down to fit the underpowered hardware (360/PS3).

 

There is a difference between squeezing out every last drop of a machine and scaling down. The games you outlined fit in the former category, whereas DA:I looks like it's in the latter for me.

Lots under the hood and big open areas rather than narrow corridors.
