Occasional stuttering / Crazy FPS lag during "cutscenes"

My FPS is smooth but the game stutters about every 20-30 seconds. Additionally, whenever the characters go into a "cutscene" the FPS drops immensely. I did hear that there it a cutscene cap of 30fps but it drops way below that.

 

Relevant specs(nothing is overclocked):

 

Nvidia EVGA GTX 670

i7 3930k

12gb DDR3 1600

WD Raptor HDD 

Windows 7 x64

I am having the same issue, game runs great normally but when in a cutscene its very jittery and stuttering constantly.

I've noticed constant stutters in cutscenes as well.

Yep same here, 60 fps during gameplay, but cutescenes stutter like crazy.

my precisionx isn't showing in-game for me, so i don't know my fps, but it seemed fine in game & cut-scenes.

I had bad stuttering during cutscenes and randomly during gameplay even when locked at 60fps, I turned off fraps, and it seemed to have fixed the problem.

Game is now smooth and looks beautiful.

i tried Fraps because precision X doesn't work :(, and i did see the loss of fps, abt half for me.

ALSO, i see some areas vibrating and shining, like at the pt where u have to jump a very low wall to continue.

You could try to remove the forced 30 FPS limit, it apparently helped a lot of users on Reddit.

 

Make a shortcut and add "-GameTime.MaxSimFps 60 -GameTime.ForceSimRate 60+" to the end

I have visible stutter at the beginning of cutscenes, the rest of it usually run smoothly (in 'fully cinematic' 30 fps :D).

I had the same issue, just disable the post processing, take down the las two graphical options and it goes perfect. (except for crashes from time to time and the alt tab crash ... )

I locked my game at 30 FPS and it seemed to fix it for whatever reason. Trying to overcome what 30 FPS is is painful in its own way though. 

But I'm also getting these weird sound bites occasionally. Oh well at least the game is playable now.
