Before release there was some concern about the number of Inqusitition perks we would be able to get since there is an achievement to reach level 10 as the Inquisition, meaning there'd only be 9 perks. Can someone who has played the game a bit can confirm / deny this? Is level 10 the max level? Are there any other ways to gain perks?

I have the Prima Guide and it says you can level the Inquisition to at least 11. It says to expect at most 10 perks in the entire game (not counting recruitment perks).

Recruitment perks are a way to get bonuses without spending points. Simply find eligible people for the Inquisition and they will grant a character-specific perk upon joining.
