It says it "enables all dialogue to be voiced in English"... as opposed to what? Anyone know what exactly this is for?

So you get.....english voice over instead of german/russian/italian voice over?

I think this has to do with where you're launching from; when I launched yesterday in Korea, I saw this option. But now that I'm back in the States, the voice over pack is no longer an option. It's likely for people overseas who speak a language different from the region's dominant language.

I live in, and purchased the game within the USA, so I assume the game is English by default

There are some fans who have asked for an English option because they consider the dub in their respective countries to be horrid beyond compare.

I'm paraprasing the last bit but it seems the gist of it.

I had that pop up when I first went to play the game this morning and thought it was odd since I didn't use a VPN to play. Restarting origin made it go away without me needing to install it.
