Is there a way to manually set attribute points when your characters level up? Currently it's automatically allocating them but I cant find an option for it.

No you get some automatically on lvl up. Most attribute gains come from passive selection and equipment.

Remember when they mentioned skyrim, yea they were not kidding. Attributes are not in our control anymore.
