Well, I can confirm the Patch 3 walking 'fix' is still broken. If you implement the framerate fix to deal with cut scenes stuttering and crashing, all the walk 'toggle' does is lock you into always walking (INCLUDING IN COMBAT) until you leave the area, when it resets to always running.
You can't call an "official" feature broken when it does not work with an "unofficial" workaround for something else.
The walk toggle works when you don't apply the frame rate fix. It is a very shitty implementation, but it works. Technically, speaking.
