Is Bianca supposed to level alongside Varric, if so that is not happening in my game? If not then how exactly do you go about upgrading her, I know how to upgrade the different parts just not the damage stat itself (Or her item level)?

Bianca has loads of upgrade slots. You can find/buy Bianca upgrades at merchants and then craft a better version.

I know. I've already upgraded her slots, however none of them directly increase her raw damage stat or make her a higher level weapon for that matter.
All they've done so far is give bonus percentages to different stats.
Bianca deals 45 damage (51 DPS) which is the same as when I first got Varric, I am now level 8. Since abilities scale with your damage output it is rather crucial that Bianca can actually have her damage upgraded.
