I'd assume that the mounts are available at skyhold. Or maybe you find them via quests in other areas. Have you gotten to Skyhold yet? I'm 4 hrs in and am still running around the Hinterlands. There's a new quest around every corner, so it's hard to make any major plotline progress =)

Weapons and armor won't level up, but you can use the blueprints to make a better version of them.

Where could I get blueprints to upgrade the preorder weapons? Do those even exist?

I don't have the game yet, so I don't know specifics about crafting yet, sorry.  But I've heard that once you have a weapon or armor, you also get the blueprints, or schematics, and you can craft equipment with the same appearance.  That's how you can craft stronger versions.

For what its worth I started with a Class Weapon & Armour. Thats it. (

After awaking in Haven and opening the special delivery chest)

 

When I unlocked mounts in the story, the other ones started to show up on the War Table for collection.

 

Apparently you get the schematics when you reach Skyhold. (Not there yet)

 

I'm level 9 and have still not seen my Red Lyrium Weapons.

I like that they don't level up (I haven't gotten them yet, I played for a few mins then turned it off because I can't upload my WS yet so didn't want to get into it), it lets me see if I like the looks of them instead of being stuck just because they are so bad ass.  Also it's not mentioned here, but just for clarification to anyone else reading, at the start you only get one weapon, whichever class you picked.  The rest are unlocked via schematics.
