I've run into the same exact problem. If I restart the game, I am able to select other party members.

Had this bug before, I just reloaded a recent save again and it worked.

I had this same problem. I think it was after using the war table, but it was less than an hour's worth of playing for that session. Restarting the game fixed it.
Forgot to add I'm on a PC.
