If you have created a save in the Keep and set it up for export, then the problem likely isn't on that end.
I had a problem linking my PSN account to my Origin account also last night. I knew that my PSN account had somehow already been linked to another Origin account as I'd issues in the past w/ DA2 and other EA games. How it happened and what Origin account it was linked to, I don't know. But I used the EA help chat line on their website and explained my issue. For me, linking my PSN and Origin accounts could not be done. When I originally created my PSN account, I used an email address that I can now no longer access and because I can't, they couldn't undo this problem. I had to create a new PSN account and link it to my Origin account. After that, the Keep import worked fine.
EDIT: IF your PSN account wasn't linked to any Origin account, when you load DA:I, it will prompt you to do so. If you don't get that prompt, its likely you're already connected to some EA/Origin account, but not the one you used in the Keep, and should use EA help chat to figure out what that account is.
