I started out with the KB/Mouse and I know the scroll wheel does it there... but I can not figure out with the controller now that I have switched to it. There is no in game resource for this information.
How do I use tactical view with a 360 controller?

Don't bother, it is broken anyway.
Play the game it was meant to be played, just mash the buttons on your controller.
