I have a blue (rare) staff with a few neat abilities that has nearly half the DPS of a common staff. Is there a reason to save the blue staff or should I just salvage it and use the common one?

If it is only 1/2 the damage of a common staff you have, it might be better to remove any upgrades you can and salvage it for parts.

I don't know if I've been doing it right, but as you can share a single item across multiple characters, I've basically been salvaging anything that isn't highest damage/armor, regardless of rarity.

Yeah, pretty much this.
I was super excited because I had gotten a purple 1-handed axe, then 1 chest later I got a white 1-handed sword that was ~20% higher DPS. xD
