Can't Import World State

Every time I try to start a new character I don't get the option to create a world state or import world state from dragon age keep, even after I have exported a selected world state from the website. All I ever get is the message "Importing World State from the Dragon Age Keep cannot be used due to Family Settings" this message makes no sense. My Family Settings are off.

From the FAQ:

 

I can't import my world state due to "Family Settings" (Xbox only). How do I fix this?

Please check your privacy setting and make sure that the "Share outside of Xbox Live" setting is turned on. Then go through the new game start again and you should be able to import your world state from the Keep.

I am having the same problem; however on PC, i did everything in the keep, and it says that it has exported my world to DAI. Nonetheless, when i log in to DAI, It says log in to the keep to import a customized world. and i can only use the original state. Any help or suggestions please.

There is no "Share outside Xbox live" option or not one I've found this is very irritating...

On Xbox 360 go to Privacy settings, mine are custom so I entered "Customize" option. In Custom Privacy and Online Settings there is Social Network Sharing which is described as - "decide whether activity on Xbox Live can be shared to social networks outside Xbox Live"
